I think most of the veterans here know what workshop addon you're talking about. Its been up for over a year now, and yes, it is essentially cheating. Valve doesn't monitor the workshop as long as there are no lawsuits over copyrighted material, so it looks like that addon isn't going anywhere.

There is a reason why players choose to play ProMod, one of them being addons are disabled so as to not give people unfair advantages. No such luck in public versus games. You can technically see through walls without any kind of hacks installed simply by lowering your graphics settings. At some distances, the game will render enemies but not the walls they're hiding behind. There are plenty of legitimate players who will shoot you through walls, but if someone openly admits to using cheats or 'unfair' addons, I would suggest reporting and blocking them.
